The Texas pool barrier code
Since 2013, Texas has adopted Appendix G of the 2012 International Residential Code as the residential pool code in every city that has a building code, and lets each city amend it (Local Government Code ch. 761, SB 582). Appendix G asks for a barrier at least 48 in tall, openings too small for a child to slip through, and gates that open outward and close and latch on their own. A house wall can serve as part of the barrier only when doors to the pool are alarmed or self-closing. Ask your city about local changes before you order a fence.
Flood zones and fill
Look up your lot on the FEMA Map Service Center first. Jefferson County regulates any man-made change to land outside city limits, including grading and filling, and wants an elevation certificate in A zones (county). Raising a deck or bringing in fill near a bayou can change drainage, so mention it at the permit counter.
Windstorm rules for pool buildings
Beaumont's permit checklist calls for a windstorm certification from a Texas-registered engineer on accessory buildings of 120 sq ft and up (city checklist), which can include a pool house or cabana. Jefferson County is in the Texas coastal windstorm area (TDI).
No state pool license
Texas doesn't license residential pool builders, so the checking falls to you: ask for permits they've pulled in your city, recent references and proof of insurance. Pool wiring is licensed: it needs an electrician or a TDLR Residential Appliance Installer (TDLR).
Call 811 first
Texas 811 is free and must be contacted before digging so buried lines get marked (Texas 811). Your builder should make the call; confirm the ticket number.
