Towns we cover

Beaumont, TX

About 113,000 people (2025 estimate). Permits come from the Building Codes Division on Main Street. The northeast side flooded in Harvey, and the dense clay soil series that covers much of the county carries the city's name.

Port Arthur, TX

About 55,800 people. Among the places hit hardest by Harvey's flooding, and two days after Delta nearly 20,000 Entergy customers here were still without power. The city runs its own permit office.

Nederland, TX

About 18,100 people in Mid-County. A gauge near Nederland caught 60.58 in of rain during Harvey, the most ever measured from a US tropical storm. Its own building office handles pools.

Groves, TX

About 16,900 people. Its Harvey gauge read 60.54 in, a hair behind Nederland's. Ask your builder about deck drains and an overflow line.

Port Neches, TX

About 13,800 people on the Neches River between Nederland and Groves. A separate city with its own permits, and Jefferson County's windstorm rules apply.

Lumberton, TX

About 14,100 people in Hardin County, north of Beaumont. Blue Haven and Platinum both list it in their service areas. Hardin is outside the TWIA first-tier counties.

Orange, TX

About 19,400 people on the Sabine. Laura did its worst Texas damage here in 2020. Acadian Pools, which posts its package prices, has its office on Roundbunch Road.

Vidor, TX

About 9,600 people in Orange County, just across the Neches from Beaumont. City permits; Orange County is not in the TWIA first tier, so ask your insurer about any enclosure.

Bridge City, TX

About 9,600 people between the Neches and the Sabine, on low ground. Pull up your lot on FEMA's flood map before you settle the pool's height and drains.

Silsbee, TX

About 6,600 people in Hardin County's pine country, about 25 minutes north of Beaumont. City permits apply; ask builders whether Silsbee is inside their regular service area.

Fannett, TX

About 2,400 people (2020 Census), unincorporated. Imelda dropped 44.29 in here in 2019. Start with Jefferson County Environmental Control, not a city office.

Hamshire, TX

About 960 people (2020 Census) on the rice prairie west of Beaumont, one of the communities hit hardest by Harvey. Unincorporated: county rules, and an elevation certificate in A zones.
