From the Inspections and Permitting page and the city FAQ, checked 4 November 2026. The city asks that plans not be emailed straight to the building official.

Contractor bond and insurance

Ask any bidder whether they already meet the city's contractor rules. Port Arthur's FAQ says contractors need a bond of at least $15,000 for small projects and $25,000 for large ones, plus a certificate of general liability insurance of at least $100,000 naming the city as certificate holder (city FAQ). Texas has no state license for pool builders, so a builder already bonded with the city is a useful sign. The FAQ also lets owners pull permits for work on their own homestead, but a pool is a job most leave to the builder.

Fences and the pool barrier

Any fence four feet or taller needs a city permit (city FAQ), and the pool barrier will be at least that tall: Texas adopts Appendix G of the 2012 International Residential Code, with a 48-in minimum and self-closing, self-latching gates, in cities with a building code (LGC ch. 761). We could not find a Port Arthur pool amendment online, so ask the permit techs whether one applies before ordering the fence. Our permits and fences guide covers the state rule in more detail.

Behind the levee: drainage and pumps

Jefferson County Drainage District No. 7 covers 107.42 square miles, including Port Arthur, Groves, Nederland and Port Neches. Two-thirds of it lies below 5 ft above sea level, and 60–70% drains to Taylor's Bayou. The Hurricane Flood Protection System, built with the Corps of Engineers in 1962 for $84 million, now includes 36 miles of levee and seawall and 20 pump stations moving 8.2 million gallons a minute (DD7). A Corps project is raising about 6 miles of levee, rebuilding about 6 miles of floodwall and replacing 26 road and rail closure structures, with costs split about 65% federal (DD7).

For a pool, that means rain leaves the neighborhood through ditches and pumps, not by gravity alone. Plan where backwash and overflow water go, keep it off the neighbor's lot, and don't block a yard swale with the deck.

Flood zones and elevation certificates

The chief building official is also the city's floodplain administrator, and elevation certificates are required for properties in the Special Flood Hazard Area (City of Port Arthur). For new homes in flood zones, the city wants an engineer-designed foundation and a 140 mph design wind load (city FAQ). Ask early whether your pool, deck or fill triggers floodplain review. Harvey dropped 60.58 in near Nederland, next door, and flooded more than 64,000 homes across the area (NWS). Flood insurance won't cover the pool, as our insurance guide explains.

The ground under the yard

The Beaumont clay series was first described in Jefferson County: poorly drained, very slow to take water, and prone to deep cracks in dry weather (USDA). On low Mid-County lots, expect the builder to over-dig, set the shell on stone and plan for water in the hole. Our clay and groundwater guide lists what to ask for.
